Whisk together flour and baking powder in a bowl. Set aside.
Melt butter, sugar, and cocoa powder over a double boiler.
Take off the heat and stir in chocolate chips until smooth.
Stir in the dry mixture.
Blend in the eggs, milk, and vanilla extract.
Pour batter into a lightly-oiled cake pan.
Bake for 35-40 minutes at 350F.
Take cake out of the oven and leave to cool for about 10 minutes before unmolding.
Meanwhile, put heavy cream in a small sauce pot and bring to a boil.
Take off the heat then stir in chocolate chips.
Allow ganache to cool for about 10 minutes before pouring onto cake.
