Preheat the oven to 350 degrees.
Melt the butter over medium heat in a saucepan on the stove.
Whisk in the flour, and simmer for 1 minute.
Pour in the milk and heavy whipping cream, stirring to combine.
Mix in the garlic powder, Italian seasoning and salt and pepper to taste.
Simmer until the mixture thickens.
Add in the gruyere cheese, gouda and bacon pieces. Stir to combine well until the cheeses have melted.
Toss the pasta in the sauce until coated well.
Layer the mixture in a 9x13 baking dish.
In a bowl, combine the panko crumbs and parmesan cheese.
Sprinkle the mixture over the mac and cheese in the baking dish.
Bake for 20 minutes.
Let sit for 10 minutes before serving.
