Combine all ingredients for the filling in a pan. Simmer over medium heat for 10 minutes or until apples are tender as preferred. Leave to cool slightly.
Combine all ingredients for the syrup in a saucepan. Heat until sugars are fully melted.
Fill tortillas with apple filling and roll to close.
Arrange filled tortillas in a buttered baking dish.
Pour prepared syrup into the dish.
Bake for 30 minutes at 350F.
Drizzle caramel syrup on top of the enchiladas to serve.
